In 2024, ADB took strides to further operationalize differentiated approaches and ensure they are better understood among ADB staff.
Although 2025 represents the final year of the FSA’s 5-year action plan, the FSA will continue to serve as the institutional approach for FCAS and SIDS through 2030. CCFE is developing a new FSA implementation plan for 2026–2030, building on the original action plan. Improving results in fragile contexts will continue to be a challenge, and I am confident that ADB is well positioned to meet that challenge.
The Asian Development Bank (ADB) is developing a new implementation plan, 2026–2030 for the Fragile and Conflict-Affected Situations and Small Island Developing States Approach (FSA).
Amid rising fragility, building multidimensional resilience is crucial.
Commitments in FCAS and SIDS grew notably in 2024.
While success rates by completion year show mixed results, by approval year they show clear improvement.
Early engagement and sound results chains were among the success factors.
ADB operations departments and Fragility and Engagement Division (CCFE) continue to take robust actions to improve development results in FCAS and SIDS.
